Man killed in Benin while testing charms’ efficacy

BENIN— A 25-year-old man simply identified as Osamame Isekhuere (aka Black Arrow) was weekend shot dead in Benin by his friend while trying to test the efficacy of charms in his possession popularly known as ‘Africa Insurance’.
The shooting which occurred at the Oba market, at the centre of Benin metropolis, Vanguard gathered, forced many traders in the market to lock up their shops and run for their lives following riots occasioned by the killing.
It was gathered that Osamame had asked one of his friends to shoot him to test a new charm that he had acquired against bullets after incising and rubbing the charms on their bodies and they decided to test it with live bullets.
According to the source, Osamame first shot at his friend but the bullet did not penetrate but when the friend shot at Osamame on the chest, the charm failed. Osamame was said to have died instantly.
His friends, who heard of the killing, burnt down a building where the said friend was living in a rented apartment.
Police spokesman, DSP Uwoh Noble, when contacted, said he was yet to be briefed on the matter.

DELSU dons to Christians: Stop demonizing Urhobo culture

WARRI—TWO lecturers at Delta State University, DELSU, Abraka, Professor Christopher Orubu and Dr. Emmanuel Biri, have condemned the demonization of Urhobo culture under the facade of Christianity.
Both lecturers, speaking at the first Ughievwen Cultural Carnival,
staged at Otughievwen, headquarters of Ughelli South Local Government
Area, said the trend was robbing Urhobo nation and Ughievwen Urhobo in
particular, economic oppor-tunities to sell its culture and heritage to
the outside world.
Professor Orubu stated that as a people, Ughievwen of Urhobo evolved with peculiar cultural practices and heritage giving its sons and daughters a self- identity that cannot be sustained by any borrowed culture.
He said: ”Our four pivots of chieftaincy, Adeh, Eboh, Igbun-Otor and Igbun-Eshovwin, which have been handed down from generations have exclusive entertainment carriages in various festivals, which were the envy of non-natives, who throng the community from far and near to share in the fun.

“Today, in the name of Christianity, these attractions are fast fading away. We demonize our culture on the notion that they are fetish, but even the Pope has entered shrines, not of Christians, and acknowledged the sense of faith in God by adherents of the deities worshipped in such shrines.”
In a separate lecture on The Past, Present and Future of the Ughievwen People, Dr. Biri of the Department of Mass Communication, DELSU, said that some of the core cultural values of Ughievwen Urhobo, being so demeaned in the land, were being celebrated with growing global recognition in other climes.
Biri asserted: “The Epha (celebration of bare breast maidens), which is Urhobo’s appreciation of the purity in women, is gradually going into extinction on the notion that it is fetish and obscene.
“But in Swaziland, the same heritage has become an annual tourist attraction visited by several people from around the world.
“In Ughievwen, ancestral worship has also been condemned as demonic and fetish whereas in Japan, the second largest economy in the world, ancestral veneration remains a valued culture.
“Japanese, including the most highly placed, go to venerate the graves of their dead parents, decorating them with flowers.”
Why we organized carnival
Chief Enyote Gbogbo, who headed the team of organizers of the event, told Niger Delta Voice: “The pains expressed by the DELSU scholars underpin the motivation for originating the Ughievwen Cultural Carnival.
Gbogbo said: “We noticed Ughievwen will have no sense of identity as a people if our cultural values are being rubbished and discarded, no matter the excuses.
“To revive the dying culture, we have decided to bring the various cultural celebrations into one big annual carnival.”

PDP kicks as INEC asks APC to replace Audu

ABUJA—The Independent National Electoral Commission, INEC, yesterday, invited the All Progressives Congress, APC, to forward a replacement for Prince Abubakar Audu, its dead candidate in the inconclusive Kogi State governorship election, thereby throwing up fresh legal and political firestorm in the state.
The INEC decision followed a pronouncement to that effect by the Minister of Justice, Mallam Abubakar Malami. While the APC welcomed the decision, the opposition Peoples Democratic Party, PDP demanded Malami’s resignation as it described the decision as an affront to democracy laced with mines to torpedo the democratic choice of the people in Kogi State.
Meanwhile, APC, ahead of the December 5 supplementary polls to conclude the governorship election, has proposed fresh primaries to throw up a replacement for late Audu. At press time, yesterday, the APC hierarchy in Abuja and Lokoja were still undecided on the mode of the potential primary contest.
There was also a cloud on whether it would be restricted to only those who bought the initial forms or opened up to new entrants, a possibility that could draw in Audu’s running mate, Rep. James Faleke and Alhaji Isah Jibrin Echocho who recently defected from the PDP after a stormy political battle with the incumbent governor, Captain Idris Wada.
The seeming constitutional crisis in Kogi State was opened after last Saturday’s governorship election was declared inconclusive upon the fact that the difference in votes between the late Audu and Wada was smaller than the number of registered voters in the 91 polling units where the votes were cancelled. Audu died Sunday before the election could be concluded, throwing up a legal storm on the fate of the election.
Justice Minister on Kogi election
Malami, speaking at a seminar organised by the Nigerian Law Reform Commission on the reform of the National Environmental Standards and Regulation Enforcement Agency (Establishment) Act , said the Kogi gubernatorial election must be concluded within the next 14 days.
Specifically, the AGF said his position on the matter was fortified by a combined reading and application of Section 221 of the 1999 Constitution and Section 33 of the Electoral Act.
However, he failed to state whether or not the deputy governorship candidate of the APC, Mr. Abiodun Faleke, should be the proper person to replace Audu for the purpose of the run-off poll.
He said: “The issue is very straightforward. Fundamentally, Section 33 of the Electoral Act is very clear that in case of death, the right for substitution by a political party is sustained by the provisions of Section 33 of the Electoral Act.
“And if you have a community reading of that section with Section 221 of the constitution it clearly indicates that the right to vote is the right of a political party and the party, in this case, the APC has participated in the conduct of the election. It is, therefore, apparent that the combined community reading of the two provisions does not leave any room for conjecture.
“APC as a party is entitled to substitution by the clear provisions of Section 33 of the Electoral Act. Also, Section 221 of the Constitution is clear that the votes cast were cast in favour of the APC.
“Arising from that deduction, it does not require any legal interpretation. The interpretation is clear, APC will substitute, which right has been sustained by Section 33 of the Electoral Act. So be it.
“The supplementary election has to be conducted along the line”, the AGF added.
Weighing in on the way forward following its acknowledgment of a notice from the APC on the death of Audu, INEC in a statement issued by the secretary of the commission, Augusta Ogakwu, put all the political parties on notice that the supplementary polls would hold on December 5.
She added that the APC has also been offered a window of opportunity to pick a new candidate for the exercise.
The statement reads: “The Independent National Electoral Commission, INEC, conducted governorship election in Kogi State on 21st November 2015, which was declared inconclusive.
“On November 23, 2015, the All Progressives Congress, APC, notified the commission of the death of its governorship candidate in the election, Prince Abubakar Audu.
“The commission has after due consideration of the circumstances, decided as follows: To conclude the process by conducting election in the 91 affected polling units as announced by the Returning Officer;
“To allow the All Progressives Congress to fill the vacancy created by the death of its candidate;
“To conduct the supplementary election on December 5, 2015.
“Accordingly, notice is hereby given to all the 22 political parties participating in the Kogi Governorship Election that supplementary election in the 91 affected Polling Units shall hold on December 5, 2015”.
PDP slams INEC, AGF
The INEC statement was immediately strongly condemned by the PDP.
Immediately INEC issued the statement senior officials of the party in Lokoja huddled into a meeting to review the situation. At the end of their meeting, yesterday evening, party leaders refused to comment, saying the party in Abuja would speak for them.
The party, reacting through its National Publicity Secretary, Chief Olisa Metuh in a statement issued in Abuja demanded the resignation of Malami as Minister of Justice and Prof. Mahmud Yakubu as INEC chairman as the party alleged a conspiracy between the two to derail the democratic enterprise.
“The party is shocked that INEC, a supposedly independent electoral umpire could allow itself to succumb to the antics of the APC by following the unlawful directive of an obviously partisan AGF to substitute a candidate in the middle of the ballot process.
We are all aware that the two legal documents guiding INEC in the conduct of elections; the Constitution and the Electoral Act, have provisions for electoral exigencies as well as empower the electoral body to fully take responsibility for any of its actions or inaction without undue interference from any quarters whatsoever.
“We are, therefore, at a loss as to which sections of these two relevant laws, INEC and the AGF relied on in arriving at their bizarre decision to substitute a dead candidate in an on-going election even after the timelines for such has elapsed under all the rules.
INEC as a statutory body has the full complements of technical hands in its legal department to advise it appropriately and we wonder why it had to wait for directives from the AGF, an external party, if not for partisan and subjective interest.
Consequently, the PDP rejects in its entirety, this brazen move by the APC and INEC to circumvent the laws and ambush the yet-to-be concluded election by introducing a practice that is completely alien to the constitution and the electoral act.
“The clear implication of this action of the AGF and INEC is that the APC would be fielding two different governorship candidates in the on-going Kogi election, meaning that INEC would be transferring votes cast for late Prince Abubakar Audu to another candidate, scenarios that have no place in the constitution of the land.
“Whereas the PDP, in honour of the sanctity of human life and respect for the dead, had since Sunday refrained from making comments on the conduct of the election, we can no longer maintain such in the face of the bare-faced attack on our democracy.
“This INEC under the leadership of Prof. Mahmood Yakubu has shown itself as partisan, morally bankrupt and obviously incapable of conducting a credible election within our laws.
“In view of the foregoing, therefore, the PDP demands an immediate resignation of the INEC chairman, as the nation’s democracy cannot afford to be left in the hands of an electoral umpire that cannot exert its independence and the sanctity of the electoral process.
“In view of the developments regarding Kogi Governorship election, the National Working Committee of the PDP has summoned an emergency National Caucus meeting of the party on Wednesday, November 25, 2015 (today), to take a decision on this obvious threat to our democracy.
APC welcomes development
The APC on its part, however, welcomed the development even as it proposed a primary among interested contestants as a replacement for Audu.
It was learned, last night, that the APC National Chairman, Chief John Odigie-Oyegun, met behind closed doors with some of the aspirants who participated in the previous primaries yesterday. Audu’s running mate in the election was also invited to the meeting.
Speaking to newsmen yesterday, Odigie-Oyegun said: “We lost our candidate for the election in Kogi State on Sunday and since then, we have concentrated as a party on paying him the right respect that is due to a man of his calibre. Let me take this opportunity to express the very sincere condolence of the entire party nationwide to the family of Prince Abubakar Audu and to the people of Kogi State who have just gone through the rigours of an election, indicated their preference for Prince Abubakar Audu, only to lose him at the very moment of victory. We were represented at the funeral by almost the entire executive and that is now behind us. Now, matters of state must now come back to the fore.
“I want to underscore the fact that INEC is also apparently in agreement with the views of the Attorney-General because we have already received a letter from them formally asking us to find a replacement for the vacancy that has been created by the passing on of Prince Abubakar Audu, and that is what will now engage the APC from this moment on.”
Asked when the primary election was expected to hold, the chairman said all that was a matter of discussion with the party stakeholders
“We just got notification from INEC today. So, we will go into an emergency session to work out the modalities and nature of the primary. We are told that the supplementary election will be on December 5. When that will be or who will be is a matter of details. But it is going to be the preference of the electors and we will respect that. We are a democratic, law abiding party, and we are going to proceed accordingly.”
On the fate of Audu’s running mate, Faleke, Odigie-Oyegun decided that it was incumbent on the people to decide whether he would join in the primaries.
“I said it will be the preference of the electors on who the candidate that will replace Prince Abubakar Audu will be”, he said.
On a similar stance, the national chairman also refused to give details on whether it would sell fresh expression of interest forms or work with the former aspirants of the ticket.
Meanwhile, it emerged, yesterday, that Alhaji Echocho, who crossed over to the APC from the PDP after a futile bid to take the governorship ticket from Wada, was inclining into the contest.
Echocho had reportedly been backed by Senator Smart Adeyemi in the PDP primary and failing which, his supporters and those of Senator Adeyemi collaborated in the election to fight Wada.
On whether such new entrants would be allowed into the APC contest, Odigie-Oyegun was yet undecided saying: “So, we are going to do everything as straightforward and simple, but clearly above board in maintaining due process as much as possible. I cannot give you that answer now because we just got indication of the clear direction from INEC within the last few hours.”
The INEC stance on a fresh election was also flayed by the Progressive Peoples Congress.
Speaking to Vanguard, the Kogi State Chairman of the party, Mr. Simeon Ojonuba said the electoral body erred by arrogating importance to illegality. He said the party was prepared to contest the position of INEC in a competent court of jurisprudence if the commission fails to retrace its steps on the matter.
Ojonuba accused the electoral body of acting the script of a political party, saying the party would only favour an outright cancellation and rerun.

Echocho had reportedly been backed by Senator Smart Adeyemi in the PDP primary and failing which, his supporters and those of Senator Adeyemi collaborated in the election to fight Wada.
On whether such new entrants would be allowed into the APC contest, Odigie-Oyegun was yet undecided saying: “So, we are going to do everything as straightforward and simple, but clearly above board in maintaining due process as much as possible. I cannot give you that answer now because we just got indication of the clear direction from INEC within the last few hours.”
The INEC stance on a fresh election was also flayed by the Progressive Peoples Congress.
Speaking to Vanguard, the Kogi State Chairman of the party, Mr. Simeon Ojonuba said the electoral body erred by arrogating importance to illegality. He said the party was prepared to contest the position of INEC in a competent court of jurisprudence if the commission fails to retrace its steps on the matter.
Ojonuba accused the electoral body of acting the script of a political party, saying the party would only favour an outright cancellation and rerun.

The Regional Chief Executive Officer of Dangote Cement Plc, Arvin Pathak has disclosed that Nigeria is losing$1.5 billion (about N296 trillion) annually, due to poor condition of roads.
Pathak, an engineer, presented his paper during a session on ‘Transport System as a Backbone for the actualization of National Integrated Infrastructure Master Plan (NIIMP): Strategies for Implementation,’ held in Akure.
He gave a vivid picture of the state of Nigerian bituminous roads constructed few years ago as opposed to concrete roads in the USA and India which have been constructed over 80 years ago and still smooth.
He said roads play very important part in nation’s infrastructure development and well-designed concrete roads required little maintenance over 40 year design lives.
“Using concrete roads will result in less fuel consumption and less emissions. Small percentage reduction of life time energy use associated with road will have significantly positive implications on sustainable development. Concrete roads are durable and safe. Less prone to wear and tear and low maintenance requirements is one of the principal advantages of concrete roads.”
Urging for a new policy that will accommodate the use of concrete for roads in the light of the defects of bituminous road and its attendant strain on the nation’s lean economy, the Dangote Cement boss, said the country will free itself of frequent maintenance and overlay repeatedly increase cost and cause inconvenience to users.
According to him, government would find out that Concrete road is the way to go because of easy availability of indigenously produced cement, uncertainty about bitumen availability in future.
He added: “Present cement capacity in Nigeria is around 41 million ton per annum while the expected demand of cement is 20 million in 2015. The capacity of cement plants under construction is 8.5 million ton per annum. Also there is adequate quantity of cement of international quality is now available within the country.
“This is against the fact that bitumen is derived from petroleum crude and the world supply of crude is not inexhaustible. It may last for another 25 years or so, but prices will continue to increase beyond expectation. it is in the country’s interest to conserve petroleum products and to adopt more eco-friendly and cost effective technologies.”
Another Speaker, Engr. Ali Kashim explained that the intervention by Federal Road Maintenance Agency (FERMA) could not achieve the desired result because the roads that it was to maintain were already failed and needed reconstruction and not maintenance.
“Maintenance means working on a good infrastructure to make it remain in good condition and not working on roads that had already failed and needed total reconstruction”, he stated.

31 Basic Computer Software You Ought To Have

Although, different people working in different fields, will need
different set of software for their daily operations, there are however,
some few basic applications that everyone should have installed on
their computers. But, before we begin, let me talk a little on, the
types of computer software we have today.
Types of Computer Software:
There are basically, two types of software on computer systems;
Note: Some software companies are converting their software into online tools. This is because, unlike offline apps, software hosted online are always (automatically) updated in real-time.
For this reason, some of the applications listed in this post, may not necessarily be downloadable.
1. Web Browser(s):
These are applications that allow users to surf the web (internet). Though Windows laptops come pre-installed with ‘Internet Explorer (IE)’, I would recommend you installing ‘Google Chrome’ and/or ‘Mozilla Firefox’.
This is because, Internet Explorer is quite porous. Spyware, junkware and malicious programs normally infiltrate IE. Chrome and Mozilla Firefox however, were built with the security of the user in mind. They will block any suspicious website or app from installing unsolicited and injurious programs. This is not to say that, Chrome or Firefox are 100% free from attack though.
Another advantage of Chrome and Firefox over Internet Explorer is, the sea of add-ons and plugins available for them. These tools will make your browsing experience sweet and less stressful.
2. Word Processors:
Examples of word processors are; Microsoft Office Word and OpenOffice.
In the past, Windows laptops always came pre-installed with MS word and the other Microsoft Packages. However, I noticed that these days, newer laptop models only come with trial versions of the new Microsoft Office 365. To use it fully, one is expected to pay.
In that case, if you are unable to purchase the new Microsoft Office Word 365 (via internet purchase), you could always collect the raw file of Microsoft word 2007, 2010 or 2013 from a friend, or buy the physical program disc to install.
Once you install it, every other Microsoft Office Product (Microsoft Power Point, Microsoft Excel, Microsoft Outlook, OneNote) should also be installed (if you select/tick them during installation.)
3. Anti-Virus:
Anti-virus programs are designed to, detect and destroy computer viruses.
Examples of anti-virus programs are; McAfee anti-virus (usually pre-installed). However, I would recommend, Avast, AVG, Avira or Norton AV. You usually get a trial version for 30 days. After that period, you could either, buy the Premium version or, get a cracked version.

4. Registry CleanUp Tune-Up Utilities | System Diagnostics Tool:
The computer registry, is the central database that contains all of the necessary information about your software, hardware, preferences, OS, and more.
Cleaning your System’s registry, is an important part of overall PC maintenance. TuneUp utilities, help to manage, maintain, optimize, configure and troubleshoot a computer system.
‘CCleaner’ and ‘Comodo System Utilities’, are examples of Registry Clean-up programs.
5. Video Player:
One of the main activities for which most people use their computers to do is, watch videos. You need a Video player that will give you optimal picture and audio quality.
VLC is the most popular video player. Other good video players are, KMPlayer, GOM Media Player, DivX Player and RealPlayer.
6. Music Player:
If you are like me, you cannot go a single day without playing some music from your device. Even though video players can also play audio files, it is advisable to install a dedicated music player, to fully understand the meaning of, “music is the food of the soul”!
My recommendations are; MusicBee, Winamp, MediaMonkey and Foobar2000.
7. Flash Player:
Flash players are web browser plugins that can also be supported on some mobile devices (especially smartphones). Without flash players, you cannot view multimedia, execute rich internet applications or stream video/audio. Adobe flash player is the major flash player available today. Go ahead and suggest other ones you may know of.
8. Photo Editor:
A time will come, when you will need a Photo editor. Whether to do simple things like, add text to an image, crop an image, or complex things like, adding yourself to a 1960s photo (as if you were really there), photo editors are very important tools to have around.
Examples of photo editors are; GNU, GIMP, PhotoCut, Super Refocus, and Adobe Photoshop. Of all these photo editors, Adobe Photoshop is the best! But unfortunately, it is also the hardest to master.
9. Computer-Aided Graphics Design Software:
You don’t have to be a seasoned Graphics designer to have these design tools on your device. Within 2 days of using a graphics design software, I designed a logo/header image for my blog: NOSR Blog, with no prior training.
Some example of graphics design tools are; Microsoft paint, So Think Logo Maker Pro, Corel Draw, Autodesk inventor, Auto-CAD, Adobe Illustrator. Microsoft paint is a bitmap based software, but it is easy to use. Though an underrated piece of software, MS paint can be used to create some unbelievable work.
10. DJ Music Mixing Software:
This is a really fun application to have. Once in a while, you may just be in the mood of adding cool DJ-type effects to the music you are playing. You could also surprise everyone with your scratching skills, at that birthday party.
Examples of such software are; Virtual DJ, Mixxx, Serato DJ, Ableton Live and, Traktor Pro.
11. Ebook Reader:
Electronic book readers (ebooks readers), are software that make it possible to read digital books. A good ebook reader should be able to open multiple formats like; pdf, ePub, Mobi, XPS, DjVu, CHM, Comic Book (CBZ and CBR), etc.
Examples of ebook readers are; Foxit Reader, Adobe Reader, Sumatra PDF reader, and Calibre.
12. Video Chatting Software (Skype):
Web-cam enabled laptop users can get more value from their machine. Skype is the major video chat software I know of.
13. Note-Taking Software (Keynote):
Whenever the light-bulb goes off in your head, you may want to quickly take down your thoughts else, your short-term memory brain-cells will betray you.
Examples of note-taking tools are; Evernote, Resophnotes, Elements, Simplenote (iOS) and KeyNote.
14. Downloaders:
If you are a surfer of the net, you simply cannot do without fast downloaders. They help us download/save our favorite apps, large images, music and videos onto our computer. Here are the best downloading software; IDM, Torrent, Orbit downloader, SaveFrom.Net, NetVideoHunter (Firefox add-on), Total Video Downloader (for Mac), XDM (Xtreme Download Manager).
15. File Converter:
Some applications may only require/recognize certain File formats. Therefore, you will need a file converter to convert any of these file formats whichever way you want.
Known file formats are; png, jpg, jpeg, tiff, gif, bmp, emf, doc, docx, xls, rtf and ppt.
Some file converters can batch-convert a file format into multiple other formats (simultaneously). Online file converters are more popular. Try, http://convertonlinefree.com
16. File Compressor/Decompressor:
Some large files will need to be compressed, in order to send or upload them. In the same vein, the receiver or downloader of the compressed file will have to decompress the archived file.
These are very good file compressers/decompressers; 7-Zip, WinZip, Peazip, and, Zipeg.
17. Gaming Software:
I don’t have much to say about this as I am not a game freak. However, here are some games I plan on having in the not so distant future; Call of Duty, God of War, GTA 5.0, and Minecraft.
Note: Not every computer has the power to execute most modern games. Your system specs and graphics card must be up to par.
18. Spreadsheet:
Spreadsheets are very important to teachers, bankers, sales people and businesses in general. Examples of spreadsheet programs are; Microsoft Excel, Google Spreadsheets (hosted online), Open Office, and Apple Numbers.
19. Audio Editor (Audacity):
Audacity is the world’s most popular free open source digital audio editor. It is the easiest audio editor to use. Audio editors are used for; recording audio on computers (via a headset or professional microphone), editing audio clips, and adding effects to audio clips etc.
20. YouTube to MP3 Converter:
These software convert video or other audio formats, to mp3. Its a great way to create podcasts or have your favorite music in mp3 format. Good converters are; ChangeToMp3, Total Video Converter Lite (for Mac users), VLC (bet you didn’t know that).
21. Google Drive:
This Software will help you send large files via email (gmail). Gmail only permits 25MB as the limit of the total file size(s) that can be attached, per mail. Say you want to send a movie to a friend, and the size is 50MB or even 800MB, the only way to send such heavy files, is with the help of Google Drive. Download your own Google drive today.
22. Cloud Storage:
Cloud storage is a type of storage of data wherein, data is stored in and accessible from multiple distributed and connected resources that comprise a cloud.
Cloud storage is important for data back-up, archiving and disaster recovery. You can save the entire content of your computer in the “clouds”, then access them from any location in the world (without carrying around your storage devices)! The best cloud storage providers are; Microsoft Cloud, JustCloud, BackBlaze, CrashPlan, Carbonite, iDrive, DropBox, OneDrive, etc.
23. VPN Software:
When using a public Wi-Fi Network, your accounts are at risk! You are advised to get a dedicated IP address (cloaker). It is legal, and a security measure observed by the world’s top companies.
24. Last.fm:
Social networking hits music with Lastfm. It enables you to listen to music, get recommendations, and stream radio tailored to your taste.
25. Video Editor:
Good video editors are; Windows Movie Maker, Adobe Premier Pro, LightWorks, Blender, Final Cut Pro, OpenShot, Sony Vegas, etc.
26. Spyware / Adware Removal Software:
If you are seeing random pop-up ads and redirects within your browser, your security is down! Some malicious add-ons or plugins accompany downloads from questionable sites. Again, Internet Explorer is more susceptible to such attacks. Here are the steps to follow, to rid your browsers, of Junkware/Malware.
27. eBook Creator:
Good ebook creators are; MS word (2010 and 2013), Scrivener, Canva, Creatavist, eBook Maestro Pro, Evernote, PagePlus, Vook, Calibre, Ommwriter, and Blurb.

Screencast-O-matic, Camtasia, Ezvid, CamStudio, Snaps Pro, ScreenFlow, Final Cut Pro, QuickTimeX, Jing, Screenr, etc.

Google earth is a virtual globe, map and geographical information program. It is one fun and must-have piece of miracle. Imagine a program that displays satellite images of varying resolution of the earth’s surface, allowing users to see things like cities and houses (at a”bird’s eye view ” angle)!
You can use this program to get directions; using variables such as, street names, cities and establishment. You can also use google earth to view areas subjected to widespread disasters and, even explore and place location bookmarks on the Moon and Mars.
30. Scientific Calculator:
I use calculator application on my Laptop to calculate my age (I’m that dull). I also use them to calculate complex logarithmic functions and integrations. Examples of such programs are;
Microsoft calculator plus, Microsoft Mathematics, and HEXelon MAX. There’s probably hundreds more! Explore your device’s App stores.
31. Desktop Widgets:
Your desktop should hold the most functional widgets like; Clock and Calender. Also, it would be beautiful to have your Screensaver rotate multiple images in slideshow fashion.

Facebook activates safety feature after Yola bombing

Facebook has activated its “Safety Check” feature for the first time
in Nigeria, after a bombing likely carried out by Boko Haram killed more
than 30 late on Tuesday.
“We’ve activated Safety Check again after the bombing in Nigeria this evening,” co-founder and chief executive Mark Zuckerberg said in a post on the site.
The social network had come under criticism from those caught up in last Thursday’s blasts in Beirut that they were not offered the service but those in Friday’s Paris attacks were.
The tool allows users to check whether friends are safe after attacks or natural disasters such as earthquakes.
Zuckerberg said at the weekend the feature would be used more widely in the future.
Tuesday night’s bombing at a crowded lorry park in Yola, northeast Nigeria, was the first attack this month and left at least 32 dead and some 80 others injured.
The explosion bore the hallmarks of Boko Haram Islamists, who have repeatedly hit civilian “soft targets” in their six-year insurgency.
At least 17,000 people have been killed and more than 2.6 million made homeless by the violence in that period, with suicide and bomb attacks an almost daily occurrence in the northeast.

An air of uncertainty hovers on some faces of Nigerians following the news making round the country about 105 gallant Nigerian soldiers who went on a raid against Boko Haram terrorists but suddenly went missing. Sources who spoke to newsmen said that, “Gudunbali was attacked this morning and some weapons were captured from the battalion. Two officers and 105 soldiers are still missing.” “They captured a T-72 tank from the unit and some artillery weapons were also captured. The commanding Officer (CO) of the battalion is yet to be seen but no one has been confirmed dead yet,” the source added.

N1.04TRN FINE: NCC, MTN play hide and seek on deadline day

The tension and high anticipations trailing the N1.04 trillion fine the Nigerian Communications Commission, NCC, imposed on MTN Nigeria and the November 16, 2015 payment deadline, melted in utter confusion, Monday, as both the commission and the telecommunications company released very little information on whether the payment was made or not, on deadline day.
While MTN Group issued a statement, addressing its shareholders, intimating them of ongoing negotiations with the Nigerian government on the issue, the NCC went into memory lane with its own statement, explaining why it imposed the fine.
Neither MTN in its 4-paragraph statement or NCC in its 19-paragraph press statement paid much attention to the deadline which all Nigerians were looking forward to.
Even as most of the NCC’s reasons for the fine were already in public domain, the commission failed to provide adequate information as to whether MTN has paid the fine or not, what manner of negotiations were going on between the two parties and apparently when the new deadline would be.
Stakeholders kick: Some Nigerians, who felt they were taken for granted in such a sensitive issue, queried why it would take MTN Group based in South Africa to tactically reveal that the deadline has been shifted.
A Lagos based Valued Added services provider, Mr fatai Adebayo said “ I still cannot believe that on deadline day for an unprecedented fine of this nature, the NCC has rightly imposed on MTN, the commission itself has refused to say what is going on or make statement on way forward. It even took the parent company of the offender, for us to know there are negotiations going on and therefore the payment was not made.
Material development
It seems MTN is winning in this case, with a strategically executed Public Relations plan. It obviously should not be the case. NCC should wake up and speak more on this saga.”
Negotiations continue: The MTN statement, reads “Shareholders were advised in previous SENS announcements that the Company would update shareholders on all material developments on this matter.
Shareholders are advised that the Executive Chairman of the Company, Mr Phuthuma Nhleko, has personally met with the Nigerian authorities to continue the ongoing discussions with them regarding the fine of N200,000 for each unregistered subscriber, the fine, the equivalent of US$5.2 billion imposed on MTN Nigeria by the Nigerian Communications Commission NCC. These discussions include matters of non-compliance and the remedial measures that may have to be adopted to address this.
Although the Nigerian Communications Commission, NCC set a deadline for payment of the fine by Monday, 16 November 2015, shareholders are advised that the Nigerian authorities have, without prejudice, agreed that the imposed fine will not be payable until the negotiations have been concluded.
“ MTN is committed to resolving the matter together with the NCC as soon as possible and will continue to update stakeholders of any material developments regarding the afore-mentioned fine via SENS. Accordingly, shareholders are advised to continue to exercise caution when dealing in the Company’s securities until a further announcement is made”.

Meanwhile, the commission has restated that the fine was imposed in public interest. The lengthy NCC statement, signed by its Director Public Affairs, Mr Tony Ojobo, reads: “Following the sanctions placed on MTN Nigeria, by the Nigerian Communications Commission (NCC), members of the public have expressed diverse interest as to what actually transpired.
The fine was a result of violation of Section 20(1) of the Registration of Telephone Subscribers Regulation of 2011.
Subscribers regulation
Section 20 (1) of Registration of Telephone Subscribers Regulations 2011 states that:
“Any licensee who activates or fails to deactivate a subscription medium in violation of any provision of these Regulations is liable to a penalty ofN200,000.00 for each unregistered but activated subscription medium.”
The fine of N1.04Trillion on MTN Nigeria by the Nigerian Communications Commission (NCC) was done in the interest of the public which has been at the receiving end of security challenges.
Consequent upon the overwhelming evidence of non-compliance, and obvious disregard to the rule of engagement by MTN, the NCC had no choice but to impose the sanctions.
MTN, in a letter on November 2, 2015 admitted the infraction and pleaded for leniency. The Commission has acknowledged this and is looking into their plea without any prejudice to the fine. The fine remains but the appeal and other engagements with MTN may affect the payment deadline.
The fine that was imposed on MTN was the second within two months after the operators were given a seven-day ultimatum to deactivate all unregistered and improperly registered Subscriber Identification Module (SIM) Cards. While others complied, MTN did not.
On August 4, 2015, at a meeting of all the representatives of the Mobile Network Operators (MNO), with NCC, major security challenges through preregistered, unregistered and improperly registered SIM Cards topped the agenda after which Operators were given the ultimatum to deactivate such within seven days.
On August 14, 2015, three days after the ultimatum expired, NCC carried out a network audit; while other Operators complied with the directive, deactivating improperly registered SIM Cards on their networks, MTN showed no sign of compliance at all.
Recall that four (4) Operators; MTN, Airtel, Globacom and Etisalat, were sanctioned in August for none compliance with regards to the directive to deactivate the improperly registered SIM Cards. MTN got a fine of N102.2Million, Globacom N7.4Million, Etisalat N7Million and Airtel N3.8Million fine. Others complied while MTN flouted the fine.
Based on the report of the compliance Audit Team, an Enforcement Team which visited MTN from September 2 – 4, 2015 wherein MTN admitted that the Team confirmed that 5.2million improperly registered SIM Cards were still left active on their network; hence, a contravention of the Regulations was established.
Consistent with the Commission’s enforcement process, MTN was by a letter dated October 5, 2015, given notice to state why it should not be sanctioned in line with the Regulations for failure to deactivate improperly registered SIM Cards that were found to be active at the time of enforcement team’s visit of September 15, 2015.
On October 19, 2015, the Commission received and reviewed MTN’s response and found no convincing evidence why it should not be sanctioned for the established violations.
Accordingly, by a letter dated October 20, 2015 the Commission conveyed appropriate sanctions to MTN in accordance with Regulations 20(1) of the Telephone Subscribers Registration Regulation 2011, to pay the Sum of N200,000.00 only for each of the 5.2million improperly registered SIM Cards.
The statement further averred that:
In order to ensure proper identification of telephone subscribers with their biometric data and in line with international best practice, the Commission came up with a framework for the registration of telephone subscribers in Nigeria. (Nigerian Communications Commission Registration of Telephone Subscribers Regulations 2011).
The above Regulations were developed with the full participation of all key industry Stakeholders including all Mobile Network Operators (MNO) in 2011.
The Commission on its part has a statutory responsibility to monitor and enforce compliance to the rules, more so, when national security is at stake”.
The statement explained that, National interest is paramount because when lives are lost they cannot be replaced.

Meanwhile, the commission has restated that the fine was imposed in public interest. The lengthy NCC statement, signed by its Director Public Affairs, Mr Tony Ojobo, reads: “Following the sanctions placed on MTN Nigeria, by the Nigerian Communications Commission (NCC), members of the public have expressed diverse interest as to what actually transpired.
The fine was a result of violation of Section 20(1) of the Registration of Telephone Subscribers Regulation of 2011.
Subscribers regulation
Section 20 (1) of Registration of Telephone Subscribers Regulations 2011 states that:
“Any licensee who activates or fails to deactivate a subscription medium in violation of any provision of these Regulations is liable to a penalty ofN200,000.00 for each unregistered but activated subscription medium.”
The fine of N1.04Trillion on MTN Nigeria by the Nigerian Communications Commission (NCC) was done in the interest of the public which has been at the receiving end of security challenges.
Consequent upon the overwhelming evidence of non-compliance, and obvious disregard to the rule of engagement by MTN, the NCC had no choice but to impose the sanctions.
MTN, in a letter on November 2, 2015 admitted the infraction and pleaded for leniency. The Commission has acknowledged this and is looking into their plea without any prejudice to the fine. The fine remains but the appeal and other engagements with MTN may affect the payment deadline.
The fine that was imposed on MTN was the second within two months after the operators were given a seven-day ultimatum to deactivate all unregistered and improperly registered Subscriber Identification Module (SIM) Cards. While others complied, MTN did not.
On August 4, 2015, at a meeting of all the representatives of the Mobile Network Operators (MNO), with NCC, major security challenges through preregistered, unregistered and improperly registered SIM Cards topped the agenda after which Operators were given the ultimatum to deactivate such within seven days.
On August 14, 2015, three days after the ultimatum expired, NCC carried out a network audit; while other Operators complied with the directive, deactivating improperly registered SIM Cards on their networks, MTN showed no sign of compliance at all.
Recall that four (4) Operators; MTN, Airtel, Globacom and Etisalat, were sanctioned in August for none compliance with regards to the directive to deactivate the improperly registered SIM Cards. MTN got a fine of N102.2Million, Globacom N7.4Million, Etisalat N7Million and Airtel N3.8Million fine. Others complied while MTN flouted the fine.
Based on the report of the compliance Audit Team, an Enforcement Team which visited MTN from September 2 – 4, 2015 wherein MTN admitted that the Team confirmed that 5.2million improperly registered SIM Cards were still left active on their network; hence, a contravention of the Regulations was established.
Consistent with the Commission’s enforcement process, MTN was by a letter dated October 5, 2015, given notice to state why it should not be sanctioned in line with the Regulations for failure to deactivate improperly registered SIM Cards that were found to be active at the time of enforcement team’s visit of September 15, 2015.
On October 19, 2015, the Commission received and reviewed MTN’s response and found no convincing evidence why it should not be sanctioned for the established violations.
Accordingly, by a letter dated October 20, 2015 the Commission conveyed appropriate sanctions to MTN in accordance with Regulations 20(1) of the Telephone Subscribers Registration Regulation 2011, to pay the Sum of N200,000.00 only for each of the 5.2million improperly registered SIM Cards.
The statement further averred that:
In order to ensure proper identification of telephone subscribers with their biometric data and in line with international best practice, the Commission came up with a framework for the registration of telephone subscribers in Nigeria. (Nigerian Communications Commission Registration of Telephone Subscribers Regulations 2011).
The above Regulations were developed with the full participation of all key industry Stakeholders including all Mobile Network Operators (MNO) in 2011.
The Commission on its part has a statutory responsibility to monitor and enforce compliance to the rules, more so, when national security is at stake”.
The statement explained that, National interest is paramount because when lives are lost they cannot be replaced.
However, a Nigerian technology reporter who became miffed over this development blurted out: “from this statement, some of us are of the opinion that even the NCC has committed infraction by agreeing to stay deadline just for the sake of negotiation that is clearly unknown to the 2011 SIM Regulation on which, ab-intio, it relied upon to impose the fine.

ABUJA – Despite the impact of bomb blasts in Yola, Adamawa State on Tuesday evening and that of Kano State on Wednesday, President Muhammadu Buhari, has told Nigerians not despair, assuring that his administration would soon defeat Boko Haram insurgents.
Buhari also called on the people to have “confidence in the ability of Nigeria’s reinvigorated, well-equipped and well-motivated Armed Forces and security agencies to overcome Boko Haram very soon”.
The president who spoke through his Senior Special Assistant on Media and Publicity, Mallam Garba Shehu in the aftermath of the dastardly terror attacks in the two northern states requested an increased vigilance among the civilian population to help ward off suicide terror attacks on soft targets around the country.
He condoled the families of the victims of the bomb blasts, promising to fish out and bring to justice the perpetrators of the crimes.
“The President condemned in strongest terms the barbaric suicide terrorist attacks which took place in Yola on the evening of Tuesday, November 17 and in Kano today, causing numerous deaths and injuries among civilians.
“The President extends his heartfelt condolences to the families of the victims as well as to the Government and people of Adamawa and Kano States respectively.

Shehu in a statement said that only N2.3b had been spent contrary to the figures making the rounds.
He regretted that the president has had to be distracted by some “fictional report”, which he had “caused the government a lot of negative reviews especially in the online media”.
The statement further stated thus: “The government is focused on solving the many major issues our country faces in the areas of the economy, corruption and security. Yet almost every week, the Presidency has to also deal with the distractions which do nothing but distract from the task of government.
“Referring to documents he had requested from the Operational Office of the Presidential Fleet after his attention was drawn to the speculative report, Malam Shehu pointed out that the sum of N2.3 billion was released to the Presidential Air Fleet (PAF) by the office of the Accountant General of the Federation between May and November 2015. This includes releases for personnel cost, overhead and capital expenditure out of the sum of N5,190,381,386.00 appropriated for PAF on the 2015 budget.
“The documents also showed that the sum of N2,127,103,086.66 had so far been expended, leaving a balance of N172,568,912.34 from the amount released.
“However, the sum of N149,062,791.12 was transferred from the PAG’s operation account to the Treasury Single Account, following the President’s recent directive,” he said.
“He added that the sum of N23,801,122.17 remains unutilised out of the funds so far released. During the period 31 May 2015 till date, the Fleet expended the sum of N1,358,910,962.75 to settle outstanding liabilities carried over from last year till May 2015. Furthermore, the sum of N500 million was refunded to the office of the National Security Adviser, NSA for financial support rendered to the Fleet prior to release of funds from the OAGF.
“Thus, the Fleet expended the sum of N449,081,037.25 within the last months comprising N98,500,218.00 for operations, N165,373,176.91 on training and N85,500,116.75 on personnel medicals and overhead. Additionally, the sum of N99,715,493.51 was expended on aircraft maintenance, spares, and subscription services required for operations.
“Any of these documents could have been made available had the newspaper reached out to me or to any one of my colleagues. The damage to the image of government and the good management of the Presidential Air Fleet could have been avoided”.
“Shehu also pointed that the number of aircrafts on the Presidential fleet was 10, not 14 as being bandied about, even as he gave the inventory of the planes to include:

Urhobo denounces inclusion in map of Biafra

THE Urhobo nation yesterday denounced its membership in the proposed map of Biafra by the Indigenous People of Biafra, IPOB.
Making the position known yesterday in a statement, National
Publicity Secretary of the Urhobo Progress Union, UPU, Alhaji
Mumakai-Unagha, warned that Urhobo and its territories should be counted
out from any IPOB plan.
“IPOB have their rights of agitation for freedom of self determination as enshrined in the united nation declaration stressing that other ethnic groups should not be dragged along to avoid the mistake that led to the civil war.
“The magnanimity of Urhobos in allowing Igbos celebrate the Igbo Cultural Day should not be taken for granted as we urge IPOB to delist Urhobo from its proposed map.”

ABUJA -A gale of retirements may have swept across the federal civil
service as president Mohammdu Buhari may have concluded plan to relieve
about 17 Permeant Secretaries of their duties.
This is coming ahead of the swearing in of the ministers-designate on Wednesday.
Some of the permanent secretaries led by the new Acting Head of Civil Service of the federation, Mrs. Winifred Ekanem Oyo-Ita, held a closed door with the president at the presidential villa.
It is not yet known what transpired at the meeting but feelers said that the president may have communicated the development to them.
Most of those affected were those senior to the acting Head of Service.
It was gathered the development brought tears to the Oyo-Ita at the meeting as she felt for the Permanent Secretaries

PDP apologises to Nigerians for its mistakes

Abuja – The Peoples Democratic Party (PDP) on Tuesday apologised for
mistakes it may have made during its 16 years rule in the country.
The Chairman of the PDP Reconciliation Committee, Mr Raymond Dokpesi, offered the apology at a news conference in Abuja ahead of the party’s National Conference slated for Thursday.
Dokpesi admitted that the party might not have met all the expectations of Nigerians while it was in power and said: ‘’on behalf of PDP, I tender our apologies’’.
He disclosed that the Deputy President of the Senate, Sen. Ike Ekweremadu’s report on the outcome of the general elections showed that factors that affected the party included abandonment of its laws and internal wrangling.
“We tender unreserved apology to Nigerians for the mistakes and to party members for abandoning the zoning principle of the party.
“We apologise to people whose toes were stepped upon.
“So far, whatever the PDP has done against anyone, we hereby tender an unreserved apology,” Dokpesi pleaded.
The committee chairman admitted that the party deviated from the dream of its founding fathers, adding that members operated without recourse to the rule of law.
He, however, gave an assurance that the party would do all it could to woo its founding fathers back to its fold.
“We are going to have Adamu Ciroma, Alex Ekwueme and some of the founding fathers who were hitherto alienated from the party at the conference to chart the way forward for the party.
“The party in 2010 and 2011 made the first fundamental mistake for not allowing the North to complete its term, but special recommendation were made to allow former President Goodluck Jonathan to complete it.
“The party came again, because they were not courageous enough to allow zoning and they supported the former president, and the party suffered defeat,” he said.
Dokpesi said that the era of allowing a clique to control the party was over, maintaining that the party would decide its future by allowing the people to own it, irrespective of status.
He said that the committee’s mandate was to restructure the PDP by allowing the youth to take ownership of the party in driving national growth.
He explained that sequel to the 2015 general elections, the party deemed it fit to have a conference that could help correct the error it made in the past in order to aid its return to power.
Dokpesi emphasised that for the party’s national conference to be meaningful, it must have youth representation comprising a male and a female from each local government area across the country.
According to him, youths whose age must not be more than 30 years, with a minimum of a degree or its equivalent, will take ownership of the party.
He said that the current ‘’change’’ as being championed by the All Progressives Congress (APC) was not enough to generate tension as being witnessed in the country, adding that what the ruling party needed was to chart a course for the country’s future.
According to him, what the country currently has under President Muhammadu Buhari does not have youth representation.
