JAMB cancels the use of scratch card for its examinations

In an attempt to ease the application process into higher institutions of learning in the country, the Joint Admission and Matriculation Board (JAMB), has announced the cancellation of scratch cards for all its examinations, yesterday, September 20.
Daily Sun reports that the JAMB registrar, Professor Ishaq Oloyede, in his address at the National Executive Council (NEC) meeting of the Non-Academic Staff Union of Educational and Associated Institutions (NASU) in Abuja, said this would begin next year.
Oloyede informed that this step was taken to give opportunities to more students to participate in the examinations.
“Students would generate a PIN number for themselves from their phone or computers before registering for examinations,” he said.
The registrar who was represented by one of his officials, Dr. Yusuf Lawal said bottlenecks associated with the scratch cards and the costs had denied students, most especially those from poor backgrounds access to higher institutions of learning.
“This is part of the change coming up in JAMB; we do not want a situation where cost of education would be beyond the reach of the poor.”
He also challenged NASU to get involved in the ownership of Computer-Based Testing Centres, saying those who own the centres are businessmen merely exploiting students.
“JAMB would not support a situation where banks and vendors hoard the cards, only to sell them at a higher price,” he concluded.
Recall that the registrar of the JAMB, Oloyede stated on Friday, September 16, that all admissions to universities, polytechnics and colleges of education should end at the stipulated time.
The professor informed that schools which are yet to update the requirements for the 2017 brochure should do so quickly.
Adding that students seeking admission into tertiary institutions in Nigeria have been given a lifeline until Wednesday, November 30, 2016.

Buhari is destroying Nigeria
Ekiti State Governor, Ayodele Fayose, has accused President Muhammadu Buhari of putting the future of Nigeria at risk through his actions.
The was quoted as saying this in a statement by his Special Assistant on Public Communications and New Media, Lere Olayinka, on Sunday.
“Our President, through his actions and inactions is destroying everything that makes Nigeria a country and well-meaning Nigerians must stand-up to be counted in the crusade to save the country from going under,” he said.
The governor also said the release of N350bn by the Federal Government for capital projects will not help the Nigerian economy considering the challenges facing the country.
He called on the government to stop deceiving Nigerians and admit that Nigeria under Buhari had moved from economic recession to economic depression.
Fayose also called on the President to realise that Nigerians would not measure his government on the basis of what his predecessors failed to do, but on what he did or neglected to do between May 29, 2016 and May 29, 2019.
He accused the President of discouraging foreign investment in the country by calling Nigerians corrupt people.
“Which foreign investor will invest his money in a country of dishonest people? Who made investors to leave Nigeria if not President Buhari, who created atmosphere of economic and political instability in the country by his acts of nepotism and vindictiveness?”
He said instead of blaming his predecessors for the state of the nation, Buhari should focus on solving the country’s problems.
“No nation has ever reached greatness by their leaders engaging in blame game, nepotism and vengeance as being done by the president and his All Progressives Congress government,” he said.
He added, “Like I said before, the main issue confronting Nigerians now is hunger and hunger does not speak the language of politics. It is therefore no longer about politics; it is about preventing hunger from killing Nigerians.”

Man impregnates, kills 14-year-old daughter in Ekiti
Ado-Ekiti- Residents of Emure in Emure Local Government Area of Ekiti State, are yet to recover from the shock of why a 50-year-old man simply identified as Williams would allegedly impregnate his 14-year old daughter (names withheld), and subsequently murdered her to cover up his crime.
Residents in the community told newsmen that Williams had some few months ago put his 14-year old daughter in the family way after series of alleged illicit affair with her.
They added that recently, they started noticing some transformation in the girl that suggested that she was pregnant and this strange development fired their curiosity which eventually made them to discover that she was allegedly impregnated by her father.
Neigbhours who had been suspicious of the unholy rapport between father and daughter began to peddle rumours about the source of the girl’s pregnancy. Soon, the news was making the rounds among the villagers, that Williams had impregnated his own daughter.
According to Anike, a lady resident in the community, “Williams took his ‘expectant girl’ to his farm in Aba Iso area of the community, where it was learnt that he strangulated the girl to death.
“We are sure Williams killed his pregnant girl so as to cover up his crime because the girl’s pregnancy was already becoming very conspicuous and everyone knew that it was her father who slept with her.”
“It took us a while before we were able to apprehend Williams and handed him over to the traditional chiefs in the Community,” the lady said.
When contacted the Police Public Relations Officer, Mr Alberto Adeyemi denied any knowledge of the incident, saying “the matter has not been officially reported to us.”

Hunter nabbed for shooting a ‘bush pig which later transformed into his friend’
An Ado-Ekiti Magistrates’ Court on Friday remanded a 33-year-old hunter, Ganiyu Abdullaral, in prison custody for allegedly killing his friend who alleged changed into a pig.
The Magistrate, Modupe Afeniforo, directed the prosecutor to duplicate the file and send it to the Director of Public Prosecution for legal opinion. Afeniforo adjourned the case till Nov.11 for further mention.
Prosecutor Monica Ikebulo told the court that the accused shot at a bush pig which later transformed into his friend.
Ikebulo said the accused committed the offence on Sept.9 at Iwaraji Camp via Efon Alaaye in Efon Alaaye -Ekiti.
She said that the accused on the said date with eight of his colleagues now at large went for group hunting and unlawfully shot his friend, Iginla Oluwashina, with his Dane gun.
The prosecutor applied for an adjournment to enable her duplicate and send the office to the Director of Public Prosecution for legal advice.
Ikebulo said the offence contravened Section 319 of the Criminal Code, Cap C 16,Laws of Ekiti State. 2012.
No plea was taken.
Two million Nigerians trapped in Boko Haram-controlled areas – UN

About 2 million people are trapped in Nigeria’s North-Eastern areas still controlled by Boko Haram, and are facing serious humanitarian conditions, the United Nations has said.
This was disclosed Friday in Geneva, Switzerland, by UNICEF’s Chief of Nutrition in Nigeria, Arjan de Wagt, during a press briefing by the UN Information Service.
According to Mr. Wagt who spoke on telephone from Abuja, about 2 million people are still in areas which are inaccessible because of the security situation.
The 2 million people are in Borno State alone, he said.
Regarding Bama, he said there’s only access to the town of Bama and the IDP camp there, but not the other parts of the town.
He said the situation of the people trapped in Boko Haram-held areas was unknown, but that sometimes UNICEF managed to get a glimpse when IDPs from those areas came to more accessible areas.
UNICEF could then check their nutrition and health status, which was bad, he added.
Military success has helped to make more areas in the North East accessible for humanitarian assistance.
“Before April 2016, there was no access to most areas in Borno State because of the security situation,” he said.
But since April, access has progressively become possible to some of the other areas, he noted.
He however lamented that “In the newly-accessible areas, the levels of suffering and of malnutrition are very high. In some of those areas, there’s a severe acute malnutrition rate of 12 per cent, which is a level rarely seen. It is of a severity similar to that seen during the Horn of Africa crisis in 2011, in Somalia”.
Children face acute malnutrition
Mr. Wagt raised alarm over looming humanitarian disaster in the North East.
He said in Borno, Adamawa and Yobe States, there were 400,000 children “with severe acute malnutrition, and in Borno alone, 244,000 children are affected”.
He said it was the “worst level of malnutrition possible”, and the children were on “the brink of death”.
About one in five of those children were likely to die if they were not reached in time with specialized therapeutic foods, he warned.
He added that, if nothing was done, about 49,000 of the 244,000 children suffering from severe acute malnutrition in Borno State would die over the coming 12 months, translating to about 134 every day.
“Some 65,000 people are in famine-like conditions, the worst level of food insecurity, and facing starving to death for lack of food. It is a very unique situation in the world,” he said.

To address the situation, Mr. Wagt said, resources in financial human and organizational terms were needed.
“All partners – Governments, the UN, NGOs and the private sector and individuals had to work together to provide the support that was needed.”
He added that all people in accessible areas needed to be reached, and food aid needed to be brought to them.
“For the youngest children as well as pregnant and breastfeeding mothers, specialized, therapeutic, high nutrient food is required. If this is not addressed, more and more children would develop severe acute malnutrition,” he said.
He said UNICEF was supporting a nutrition programme and had recruited 1,500 community mobilizers going from house to house, from shelter to shelter, so that severely malnourished children could be linked to the health services so they could get treatment.

The Minister of Finance, Kemi Adeosun, on Friday explained why President Muhammadu Buhari is seeking the National Assembly’s approval for some emergency economic powers.
The minister, who was briefing the media on efforts by the federal government to navigate the country’s economy out of recession, said “unusual times need unusual measures.”
With the economy in recession, analysts say the country can ill-afford the luxury of time in search solutions to bring the economy out of the woods.
Mrs. Adeosun, who said the government was aware of the pain Nigerians were experiencing, said President Buhari was in a hurry to get the economy out of the recession as soon as possible.
“It is a tough time. But, there is hope for Nigerians,” she said. “Government is doing everything to ensure the country comes out in a sustainable way, so we never get back here again by addressing the infrastructure challenges.
“The government has a very credible plan. It’s going to result in an economy not dependent on oil, and not subject to the boom and burst of oil price. When oil price is high, we are happy, and when low we are sad.”
To address the challenge of infrastructure, which the minister identified as the government’s biggest problem, Mrs. Adeosun said the long procurement process must be cut down drastically to speed contract awards.
“The procurement process was put in place for normal times – advertise, give three months, send in bids, evaluate bids and so on and so forth.
“There are some provisions in the procurement process for emergency situations. That emergency process means you would not necessarily have to advertise and wait.
“So, what government is asking for, which is why there is discussion about seeking emergency powers, are some of these things we have to look at now,” she said.
In view of the peculiar situation of the economy and the need to get basic infrastructure in place to drive economic recovery, she said the government could hardly afford advertising for jobs for 12 weeks.
“That’s what government is seeking for. But, we need legislative approval to do so. Given where we are, that’s one thing the National Assembly would happily grant us the ability to do.
“It’s still important we should have open procurement. Open procurement would give the best pricing and the best opportunities to Nigerians who do not know anybody in government.
“What we need is speed. That is why we want the National Assembly to help us with. We don’t have the powers to truncate the law. These are unusual times, which need unusual measures,” the minister said.

The registrar of the Joint Admissions and Matriculation Board, Ishaq Oloyede, on Friday, said the agency will ensure candidates are not mistreated by their preferred universities.
He also listed eight conditions that tertiary institutions must follow when admitting students.
Mr. Oloyede spoke at Baze University, Jabi, Abuja at the first Extraordinary Technical Committee meeting on 2016 Admissions to First Choice Institutions.
He said the only difference in this year’s admission process is the policy that there should be no written post-UTME test.
Mr. Oloyede insisted that as a referee, his agency would not allow arbitrariness by institutions in the admission process.
“JAMB will resist such arbitrariness and illegal introduction of extraneous factors which were not contained in the published advertisement made available to the candidates.
“We should be able to explain to every Nigerian child who had applied for admission, why s/he was not admitted into his/her institution of choice,” he said.
According to him, the right of Senate or Academic Board of each institution on admissions of candidates is subject to the following conditions:
a. Guidelines stipulated by proprietors of the institutions
b. 60:40 (Science/Art) ratio for conventional universities
c. 80:20 (Science/Art) ratio for non-conventional universities
d. 70:30 (Technology/Non-technology) ratio for National Diploma Awarding Institutions
e. Use of 2016 JAMB, UTME results’ print-out for all candidates
f. Adherence to published subject combinations of various courses as specified by the Senate/Academic Board and included in the 2016 JAMB brochure
g. Adherence to the 2016 Admissions quota as prescribed by the Regulatory Bodies (NUC, NBTE, NCCE)
h. (For Federal universities) The quota stipulated by the Federal Executive Council concerning Merit, Catchment and Educationally less developed states, should be complied with.
Mr. Oloyede stated that the deadline for approved institutions’ admission panels was still November 30, 2016.
He also said the second Technical Committee Meeting would take place at Alvan Ikoku Federal College of Education, Owerri, Imo state on November 14, 2016.

Student confesses to cheating in WASSCE, withdraws from UNILORIN

Authorities of the University of Ilorin, Kwara State on Sunday said that they had accepted the voluntary withdrawal of a student, Jephtaph Abolarin, from the institution.
Abolarin, a 300-Level Sociology student, had written to the university confessing to cheating during his West African Senior School Certificate Examination.
Abolarin, who claimed he had become a ‘born again’ Christian, said continuing his university education, using an unmerited certificate was unjust and immoral.
He wrote the letter to the institution’s Deputy Vice-Chancellor, Academics, Prof. Sidiqat Ijaiya, on August 5, 2016.
According to him, he wanted to withdraw from the school because he got his WASSCE through examination malpractice.
Reacting to the letter on Sunday, the university Deputy Director, Corporate Affairs, Mr. Kunle Akogun, confirmed the withdrawal of the student.
Akogun, who noted that the Senate of the university had accepted the withdrawal letter, added that the Vice-Chancellor, Prof. Abdulganiyu Ambali, commended Abolarin for his repentance and sincerity.
The VC, Akogun added, wished Abolarin well in his future endeavour.
Part of Abolarin’s letter to the DVC read, “Just as a house that was built on a faulty foundation will surely collapse, it is also certain that a career that is built on a faulty foundation will definitely collapse. All through my secondary school days, I was just a church ‘goer’, without genuine salvation and the fear of God. As a result, I got my WASSCE result through examination malpractice.
“By the grace of God, now, I have encountered the light of the gospel of Jesus Christ, which called for repentance and restitution.
“Sir, with deep conviction, I have realised that there is no point building my academic career on a faulty foundation; since the WASSCE result I got through malpractice is the basis in which my admission into this university was anchored.
“Therefore, I have decided to withdraw from the university and start all over again.”
